Vaccinations
Rabies vaccination is required for entry. Primary vaccination must be administered at least 21 days before arrival; revaccinations/boosters must be valid on the date of entry.
- Rabies vaccination details must be recorded on the endorsed veterinary certificate.
- The vaccine must be valid per the manufacturer's duration of immunity on the date of entry.
Certifications
Dogs and cats must travel with the Eurasian Economic Union (EAEU) veterinary certificate for fur-bearing animals, rabbits, dogs and cats (Form No. 15). The certificate is completed by a USDA-accredited veterinarian and endorsed by USDA APHIS.
- Obtain USDA APHIS endorsement before departure.
- Certificate must be issued for entry within 5 days of arrival to the Russian Federation.
- Use the current EAEU certificate version as in force at the time of travel.

Entry limits and quarantine/permits
Rosselkhoznadzor guidance indicates that importing more than two dogs/cats may trigger quarantine and/or require additional permission. USDA APHIS guidance indicates that five or fewer pets may travel without pre-export quarantine when accompanied by an endorsed certificate. Confirm current limits and any permit/quarantine requirements with Rosselkhoznadzor before traveling with more than two pets.
