Mexico
Pet Birds (non-raptorial; e.g., canaries, budgerigars) Regulations
Vaccinations
Mexico applies sanitary restrictions related to Highly Pathogenic Avian Influenza (HPAI). Importation of live birds from U.S. states with detections in commercial poultry may be restricted; limited exemptions may apply. Confirm current eligibility before travel.
- Verify current HPAI-related restrictions for the state/county of origin before travel.
- Entry may be prohibited from areas with HPAI detections.
Certifications
A veterinary health certificate is required for pet birds. Mexico accepts APHIS-issued certificates (including digital signature via VEHCS). Certificates must meet format and content rules and include the number of the physical seal applied to the bird’s container.
- Certificate must be typewritten (no handwritten information or corrections).
- Include the number of the physical seal applied to the container by the accredited veterinarian prior to departure.
- Print single-sided; Mexico does not accept double-sided printouts.
- Avoid abbreviations except as allowed in specified fields (per APHIS guidance).
- Bird must be individually identified (e.g., numbered leg band) unless too small.
