Vaccinations
Requirements differ depending on whether the origin is an AQS-designated (rabies-free) region or a non-designated region. For non-designated regions, rabies vaccination(s) and a rabies antibody (FAVN) test are required. For designated regions, simplified procedures apply; see the AQS guidance linked below.
- Animal must be identified by microchip before any rabies vaccination.
- At least 91 days old at the time of any rabies vaccination.
- For non-designated regions: two rabies vaccinations after microchip implantation; the second given at least 30 days after the first, and both valid at the time of blood sampling.
- For non-designated regions: Rabies antibody test (FAVN) at an approved laboratory showing ≥0.5 IU/mL; wait at least 180 days from the blood sampling date before arrival in Japan.
- If all requirements are fully met, animals are typically released within 12 hours of arrival inspection; if not, quarantine at an AQS facility may be required (up to 180 days).
Certifications
Notify the Animal Quarantine Service (AQS) in advance of arrival.
- Submit advance notification to the intended AQS station at least 40 days before arrival.
- Provide planned port of entry, arrival date/time, flight/voyage, microchip number, animal details, and exporter/importer contact information.
- Retain the Approval Notice/response from AQS to present at arrival inspection.
Microchip
Animal must be individually identified by an ISO 11784/11785-compliant microchip (15-digit numeric). If a non-ISO chip is used, bring a compatible reader. AQS has issued advisories that some microchip series are not accepted (e.g., chips starting with 900 202); owners using uncommon chips should contact AQS in advance.

Designated vs Non-designated Regions
Japan distinguishes AQS-designated (rabies-free) regions from non-designated regions. Requirements and quarantine outcomes differ. Always confirm the current list of designated regions and approved laboratories before planning, as designations and lab lists can change.
Arrival Inspection and Quarantine
All dogs and cats must undergo AQS import inspection at the port of entry. If all conditions are satisfied, release is typically within 12 hours. If conditions are incomplete, quarantine at an AQS facility may be required for the remaining period (up to 180 days).
