Description:

An advance No Objection Certificate (NOC) from India’s Animal Quarantine & Certification Services (AQCS) is required for pets imported under the baggage provisions. Apply online and obtain the NOC before arrival; present it to AQCS at the designated port of entry for clearance.

  • Apply online via the AQCS Import Clearance System before travel.
  • Apply at least 7 working days before embarkation (per AQCS guidance).
  • Per AQCS SOPs, NOC issuance is typically within 1 working day after document review; the baggage page notes issuance within 7 days before arrival.
  • Carry/submit the NOC to AQCS at the port of entry for final clearance.
  • Enter India through designated AQCS ports only (see Designated entry ports).

Arrival inspection and quarantine

Pets are examined by AQCS on arrival. If clinical signs of disease are observed, quarantine is typically 15 days; otherwise, final clearance is issued at the port.

Designated AQCS entry ports include Delhi, Mumbai, Chennai, Kolkata, Bengaluru, and Hyderabad.

Scope under baggage rules

Under India’s baggage rule, only dogs and cats qualify as pets. Other species generally require a DGFT import license.

Sanitary Import Permit (SIP)

The Sanitary Import Permit primarily pertains to animal products and is generally not required for pet dogs and cats imported under the baggage rule.
