Vaccinations
Description:

Rabies vaccination per EU Regulation (EU) No 576/2013 as implemented by the Finnish Food Authority for non‑commercial entry from non‑EU countries.

  • The animal must be identified with a microchip before rabies vaccination.
  • Primary rabies vaccination must be administered at least 21 days before entry; boosters given within their validity do not require a new 21‑day wait.
  • If arriving from an unlisted third country, a rabies antibody titration test (≥0.5 IU/ml) is required: blood sample taken at least 30 days after vaccination, tested at an EU‑approved laboratory, and entry is permitted 3 months after the sampling date.
  • Vaccination (and, when required, the antibody titration test) must be recorded on the EU health certificate or an EU Pet Passport.
Certifications
Description:

Requirements for travellers moving up to five pets not intended for sale/transfer, accompanying the owner or an authorised person.

  • EU model health certificate for non‑commercial movement of dogs/cats/ferrets issued by an official veterinarian in the country of departure.
  • Endorsement by the competent authority of the country of departure (e.g., USDA for the United States).
  • Certificate issuance within 10 days prior to entry into the EU; valid for entry for 10 days and thereafter for limited intra‑EU movements (per EU rules) when accompanied by the animal.
  • Owner’s declaration of non‑commercial movement must accompany the certificate.
  • Maximum of five animals; they must accompany the owner or an authorised person and are not intended for sale or transfer.
Microchip

Required: ISO 11784/11785 compliant 15‑digit microchip implanted before the rabies vaccination. If a different chip type is used, the owner must provide a compatible reader. A clearly readable tattoo applied before 3 July 2011 with supporting proof may be accepted.

Tapeworm (Echinococcus multilocularis) – dogs

Finland requires tapeworm treatment for dogs entering the country.

  • A veterinarian must treat the dog against Echinococcus multilocularis 1–5 days (24–120 hours) before entry; the treatment must be recorded in the EU health certificate or EU Pet Passport.
  • An alternative 28‑day treatment regime is accepted only for entries from another EU country or Norway (not from Switzerland); see the Finnish Food Authority page for EU/Norway movements.
Entry points and checks (non‑commercial)

Documentary checks for pets arriving from outside the EU are performed at entry by Finnish Customs. Be prepared to present the animal and all documents.

Quantity/age and welfare notes

Non‑commercial movements are limited to five pets. Animals must be fit to travel and transported in compliance with welfare rules. Importation for sale/transfer is subject to strict restrictions.
