Vaccinations
Rabies vaccination is required under Spain/EU rules. The pet must be identified by microchip before the rabies vaccination is administered, and at least 21 days must pass after a primary (first) rabies vaccination before entry.
- Valid rabies vaccination administered at ≥12 weeks of age
- Microchip implantation must occur before the rabies vaccination
- Wait at least 21 days after a primary rabies vaccination before entry
- Booster vaccinations must be valid on the day of entry per manufacturer’s schedule
- Rabies details (date, product, lot, microchip number) must match the EU health certificate
Certifications
Use the EU non-commercial model for Spain (EN-ES) when the owner (or a designated person) travels with the pet(s) within ±5 days and the movement is not for sale/transfer. The certificate must be completed by a USDA-accredited veterinarian and endorsed by USDA. Pets must arrive in the EU within 10 days of USDA endorsement.
- Use the EN-ES non-commercial model for Spain (dogs/cats/ferrets)
- Completed by a USDA-accredited veterinarian
- USDA endorsement required before departure
- Owner or designated person travels within ±5 days of the pet
- Maximum of 5 pets for non-commercial movement
- Arrive in the EU within 10 days of USDA endorsement
The EU owner’s declaration accompanying the non-commercial certificate must be completed to confirm the movement is non-commercial and conditions are met.
- Complete and sign the owner’s declaration (Annex) accompanying the non-commercial certificate
- Ensure information matches the health certificate and microchip data
Use the updated 2025 EU commercial model (EN-ES) when movements do not qualify as non-commercial (e.g., more than 5 pets, or owner not traveling within ±5 days). The certificate must be completed by a USDA-accredited veterinarian and endorsed by USDA. Follow the certificate instructions and competent authority guidance for timing and entry procedures.
- Use the EU-ESP 2025 commercial model for dogs/cats/ferrets
- Completed by a USDA-accredited veterinarian and endorsed by USDA
- Applies when the movement is for sale/transfer or otherwise commercial, or when non-commercial criteria are not met
- Comply with certificate validity and issuance/endorsement timing as instructed by APHIS/MAPA
All health certificates issued in the United States for entry to Spain/Canary Islands must be endorsed by USDA. VEHCS may be used where available.
- Obtain USDA endorsement of the completed health certificate before travel
- Use VEHCS for certificate creation/submission where available
- Confirm processing times with your APHIS Endorsement Office
Microchip
ISO 11784/11785-compliant 15-digit microchip required. The microchip must be implanted before the rabies vaccination. If a non-ISO microchip is used, the owner must supply a compatible reader.
Origin Requirements
No origin-specific requirements for this pet.

Traveler Entry Points (PEV) – Canary Islands
Entry from non-EU countries into the Canary Islands must occur through designated Traveler Entry Points (Puntos de Entrada de Viajeros, PEV). The official list includes Gran Canaria, Fuerteventura, Lanzarote, La Palma, Tenerife Norte, and Tenerife Sur.

Movement Type (non-commercial vs commercial)
Non-commercial movements: the owner or designated person travels with the pet(s) within ±5 days, with no intent to sell/transfer and generally no more than 5 pets. Otherwise, use the commercial model certificate and procedures.
- Confirm the movement qualifies as non-commercial before selecting the certificate model
- If non-commercial criteria are not met, use the 2025 commercial model and procedures
Using USDA-Accredited Vets and VEHCS
Work with a USDA-accredited veterinarian to complete the correct EU model certificate. Many certificates can be prepared and submitted via the Veterinary Export Health Certification System (VEHCS) for USDA endorsement.
- Locate a USDA-accredited veterinarian
- Prepare the certificate in VEHCS where available
- Allow sufficient time for USDA review/endorsement before travel
