Vaccinations
Description:

Rabies vaccination is required under EU rules (Regulation (EU) No 576/2013). The pet must be microchipped before the rabies vaccination. After a primary (first) rabies vaccination, a 21-day waiting period is required before entry to the EU. Boosters remain valid immediately if administered within the vaccine manufacturer's validity period.

  • Pet must be identified with an ISO-compliant microchip before rabies vaccination.
  • Primary rabies vaccination given at 12 weeks of age or older.
  • Wait at least 21 days after the primary rabies vaccination before entry.
  • Booster vaccination is valid immediately if administered within the previous vaccine’s validity period; if the booster is late, it is treated as a new primary and the 21-day wait applies.
Certifications
Description:

Use the appropriate EU non-commercial certificate model when the owner or a designated person travels with (or within 5 days of) the pet and the movement is not for sale/transfer of ownership. Certificates must be issued by a USDA Accredited Veterinarian and endorsed by USDA before travel.

  • Select the correct non-commercial certificate version (owner traveling on same plane; designated person traveling on same plane; or carrier shipment when owner/designated person travels within 5 days).
  • Certificate must be endorsed by USDA before departure.
  • Pet must enter the EU within 10 days of the certificate’s issuance date.
  • After entry, the certificate is typically valid for up to 4 months for travel within the EU or until the rabies vaccination expires, whichever comes first.
Microchip

Pet must have an ISO-compliant microchip implanted before the rabies vaccination.

More Info
Movement categories

Non-commercial movement generally requires that the owner or a designated person travels with the pet(s) or within 5 days of the pet(s). If these conditions are not met, use the commercial certificate pathway.

Operator note: Minimum age exceptions for unvaccinated puppies/kittens (12–16 weeks) are unclear on the Austria page—confirm with Austrian authorities.

Endorsement and submission

USDA must endorse the completed health certificate before travel. APHIS VEHCS may be used for electronic submission/endorsement where available.

  • Have a USDA Accredited Veterinarian complete the appropriate EU certificate.
  • Obtain USDA endorsement prior to departure.
  • Consider using APHIS VEHCS for faster processing when available.
Document version notice

URGENT: Use the 2025 EU commercial certificate versions immediately; 2024 versions are accepted only until January 11, 2026.
