Service Animals:

Service Animals (In-Cabin & Support)

Horizon Air welcomes trained service animals at no charge. Please review the requirements carefully to ensure a comfortable travel experience for you and your service animal.

  • Only service dogs trained to perform tasks for individuals with disabilities are permitted, including psychiatric service animals.
  • A maximum of two service dogs per guest is allowed.
  • Service dogs must fit within the footprint or personal space of your seat or foot area throughout the flight.

If your itinerary includes partner airlines, contact them directly to review their service animal policies in addition to Horizon Air's requirements.

Service animals exhibiting disruptive behavior will not be accepted and may be subject to the pet travel policy. Disruptive behaviors include:

  • Excessive barking not related to handler's need or distress
  • Aggression toward guests or animals (biting, growling, snapping, lunging)
  • Freely wandering or running around
  • Relieving themselves in the cabin or outside designated relief areas
  • Jumping on guests or employees
  • Occupying seats or seatback tray tables
  • Eating off seatback tray tables
  • Not responding to owner/handler commands

Horizon Air reserves the right to charge owners/handlers for any damage caused by their service animals.

Service Animals-in-Training

Service animals-in-training are not covered by the Air Carrier Access Act but may be accepted at no charge at Horizon Air’s discretion, subject to availability. Otherwise, they must travel as pets under the pet travel policy.

  • Travel requests must be made at least 48 hours in advance by contacting reservations.
  • Newly trained service animals being delivered to a new owner/handler may be accepted at no charge if:
    • The animal is transported by a trainer.
    • The trainer can identify the new owner/handler’s name and home city.
    • Documentation on official letterhead confirms successful training completion.
  • Service dogs or puppies-in-training traveling with a trainer/raiser for training purposes may be accepted at no charge if:
    • Travel is wholly within the United States.
    • The trainer/raiser transports the animal.
    • A health certificate or current vaccination record on official letterhead is provided if traveling in the baggage compartment.
    • An official Trainer ID card issued by the assistance organization is presented.

Emotional Support Animals:

Emotional Support Animals

Emotional support animals are not considered service animals by Horizon Air.

They may travel as pets under the airline's pet travel policy.

In-Cabin Carrier Details

Effective June 5, 2025, only dogs and cats are permitted to travel in the passenger cabin. Rabbits and household birds are allowed until April 4, 2026, if the ticket was purchased before June 5, 2025. Dogs and cats are the only pets allowed in the cabin to Hawaii and international destinations.

  • Limited number of pets allowed in the cabin; reservations are first-come, first-served.
  • Travelers must be 18 years or older to bring a pet in the cabin.
  • Pets are not allowed in emergency exit rows or bulkhead rows.
  • Your pet counts as a carry-on item. You may bring a pet carrier plus either a personal item or a standard carry-on bag.
  • First Class cabin accommodates up to 3 pet carriers per flight; Main Cabin accommodates up to 8 pet carriers per flight.
  • Maximum of two pet carriers allowed in the Main Cabin only if a second adjacent seat is purchased.
  • Dogs and cats must be at least eight weeks old, fully weaned, and eating solid food for at least five days.
  • Pets must remain inside their carrier with door/flap secured at all times in boarding areas, lounges, and onboard.
  • Pet carriers must be stowed under the seat during taxi, takeoff, and landing.
  • Up to two pets of the same species and similar size may share a carrier if no body parts protrude and animals are not distressed.
  • Pets that do not fit comfortably in a carrier or under the seat must travel in a hard-sided kennel following Alaska Airlines’ pet policy.
  • Animals causing noise disturbances or offensive odors must travel in the climate-controlled baggage compartment.

Pet Carrier Requirements

  • Soft-sided carriers only.
  • Maximum dimensions: 17" length × 11" width × 9.5" height.
  • Carrier must be clean, leak-proof, and lined with safe, absorbent bedding.
  • Fully encloses the pet and is escape-proof.
  • Provides adequate ventilation.
  • Free of tears, cracks, or breaks.

Preparing for Travel

  • Reserve your pet’s travel early due to limited capacity.
  • Acclimate your pet to its carrier before travel day.
  • Pet must fit comfortably in the carrier under the seat.
  • Use absorbent material in the carrier to prevent leaks.
  • Sedation is not advised; consult your veterinarian if considering tranquilizers.

In Cargo Carrier Details

Horizon Air accepts most domesticated pets for travel in climate-controlled baggage and cargo compartments. The combined weight of pet and carrier may be up to 150 lbs.

  • Only dogs and cats are permitted to travel in the cargo compartment to Hawaii and international locations.
  • There is a limit on the number of pets allowed in the baggage compartment; reservations are on a first-come basis.
  • If your trip includes a transfer between Horizon Air and codeshare flights operated by Hawaiian Airlines, allow a minimum connection time of 4 hours to pick up, re-check, and complete paperwork with Hawaiian Airlines.
  • Dogs and cats must be at least 8 weeks old and weaned.
  • A health certificate issued by a licensed veterinarian is required for each pet traveling in the baggage compartment. Printed copies of electronic certificates with digital signatures are acceptable.
  • Brachycephalic (short-nosed) dogs and cats are not accepted in the baggage compartment.
  • Carrier and pet combined must weigh no more than 150 lbs.
  • Travelers must be on the same flight(s) as their pet to the destination.
  • No more than one live dog or cat (6 months or older) per carrier.
  • For puppies 8 weeks to 6 months old weighing over 20 lbs, only one per carrier.
  • Up to two live puppies or kittens (8 weeks to 6 months old, 20 lbs or less each) of comparable size may share a carrier.
  • Animals must be harmless, inoffensive, and require no attention during transit.
  • Additional restrictions and documentation apply for travel to Hawaii or international destinations.
  • Offer food and water to your pet no more than 4 hours before check-in; a Pet Check record must be completed.
  • Check-in times on day of travel:
    • No more than 2 hours before departure
    • At least 90 minutes before departure in Seattle or Guadalajara
    • At least 1 hour before departure at other airports

Carrier Requirements

  • Carrier must be large enough for the pet to stand fully, turn around, and lie down comfortably without any part of the body extending outside.
  • Acceptable carrier sizes for baggage compartment:
    • Extra Small (Size 100): 21" x 16" x 15"
    • Small (Size 200): 27" x 20" x 19"
    • Medium (Size 300): 32" x 22" x 23"
    • Large (Size 400): 36" x 24" x 26"
    • Extra Large (Size 500): 40" x 27" x 30"
  • A food and water dish must be attached inside the carrier; Horizon Air can feed your pet without opening the door using your provided food.
  • Carrier must be clean, leak-proof, and have absorbent, safe bedding (shredded paper or absorbent pads acceptable).
  • Carrier construction:
    • Solid material suitable for air transport with handles or handholds for lifting without tipping.
    • Collapsible, soft-sided, cardboard, wicker, mesh, wire, or snap-top carriers are not accepted.
    • Must be free of cracks, damage, sharp points, or protrusions.
    • Zip ties, duct tape, or rubber bands used in construction are not accepted.
    • Wheels must be removed.
    • Multipiece carriers must be secured with nuts and bolts; twist, slide, or snap fasteners are not accepted.
  • Ventilation:
    • Carrier must provide air ventilation and have a solid roof.
    • Ventilation slots allowed if structurally sound and made with bars or sturdy material.
    • Plastic or fabric coverings (tarps, crate covers) are not accepted.
  • Security:
    • Carrier must be escape-proof with one metal grated door securely fastened with releasable zip ties around door and frame.
    • Plastic doors or doors secured by locks are not accepted.
  • Carrier must meet all USDA and IATA requirements.

Food and Water for Checked Animals

  • Animals must be offered food and water within 4 hours of check-in (5-6 hours before scheduled departure).
  • Provide sufficient food and water for the entire journey.
  • Guests with connections of 4 or more hours must request access to their animal to offer additional food and water, re-check the animal, and provide the paid receipt.

Transfers and Delays

  • For transfers to another flight operated by Horizon Air, Alaska Airlines, or SkyWest Flights 1-3499, a maximum connection time of 4 hours is allowed for the animal.
  • Horizon Air does not transfer pets to other airlines, including Hawaiian Airlines.
  • If transferring to other airlines, allow at least 4 hours to pick up and re-check your pet.
  • In case of delays, pets may be placed in a carrier facility until transport; costs due to weather delays are the owner's responsibility.

Extreme Outdoor Temperatures

  • Extreme heat or cold can pose health risks to pets.
  • In summer, choose early morning or late evening flights; in winter, choose mid-day flights.
  • Book nonstop or direct flights whenever possible.
  • If temperatures at origin, destination, or connecting airports exceed limits, acceptance may be declined for the animal's welfare.

  • Space for pets in the cabin or baggage compartment is subject to availability, breed restrictions, and travel date restrictions.
  • Alaska Airlines does not transfer pets in the baggage compartment to other carriers. Pets must be claimed and rechecked to the connecting carrier.
